NETA was launched without a company, token sale or permanent development team behind it. Once the original claim period ended, what happened next was left to the community. NETA DAO grew out of that unusual starting point.
The NETA distribution used a snapshot of the Juno Network taken around the Moneta upgrade. Eligibility rewarded participation in Juno: staking JUNO, voting in governance and supporting validators outside the largest set could increase an address's allocation.
32,950 NETA were allocated for the community distribution. There was no seed sale, private sale or public sale, and no reserve was set aside for a company, founder or team. The maximum allocation for an address meeting all published criteria was 16.2 NETA.
The February claim period ended with 31,886.6 NETA claimed. The remaining 1,063.4 NETA were permanently burned. From this point onward, the original Juno Core-1 team was no longer responsible for NETA's direction; the asset was in the hands of its holders.
Active members of the NETA and Juno community organized over several months and formed NETA DAO. The stated purpose was broader than managing a treasury: it was a collective of Juno supporters trying to accelerate development and adoption of Juno and the wider Cosmos ecosystem.
NETA DAO does not control NETA itself. Because the token is permissionless and community-owned, anyone can build around it and even create another DAO. NETA DAO became the first focused community initiative organizing governance and activity around the asset.
The original NETA thesis positioned the token as a scarce, non-inflationary store-of-value asset for Juno and the wider interchain ecosystem.
The DAO gave community members a place to coordinate, discuss proposals and make collective decisions around initiatives involving NETA.
The project's own documentation emphasized that NETA has no permanent developer entity. People can build applications, communities and experiments around the asset without permission.
NETA is the underlying asset. NETA DAO is a community initiative built around that asset. The DAO can govern its own treasury and activities, but it does not own or centrally control NETA.
That distinction is central to the original community vision: NETA can exist independently of any one organization, while communities are free to organize around it.
